THE MANDATE OF THE PARENTS
Parents are the master controllers of their children. This is only possible when the parents bring up the children under respect , discipline and behavioral way which induce desired traits which ends up becoming part of their behavior and conscience in their whore life.
Respect and discipline aren't earned by harshness and rudeness but by controlling one's ego to match other people's ego level. By so doing communication with no anger and full of all values is developed.

To concur with him,I can say ,that  it's the mandate of parents to start the process of their children's behavioral control immediately after birth. To summarize this in kiswahili (for those who can understand) : Wazazi waonyesheni wanao upendo kwa kutumia mamlaka ya fimbo ndipo wasipoteze njia na kuwajutisha maishani.
